Dynamic evaluation and continuous improvement model of pharmaceutical administration based on DPSIR-TOPSIS

Abstract

BACKGROUND: This study aimed to evaluate the dynamic development of pharmaceutical administration at Beijing Chaoyang Hospital from 2019 to 2024 and to identify key influencing and optimization factors using a data-driven analytical framework. METHODS: An integrated “entropy weight–TOPSIS”model was constructed based on the DPSIR (Driving force–Pressure–State–Impact–Responses) framework. The model quantified trends in pharmaceutical administration performance using multi-dimensional indicators, including policy, resource allocation, drug utilization, and pharmacist capacity. RESULTS: The composite pharmaceutical administration index showed an overall upward trend from 2019 to 2024, with a temporary decline during the early COVID-19 period. Subsequent recovery was associated with improved drug use policies and management coordination. From 2022 onward, healthcare reforms, the “One Hospital, Three Campuses” operational model, and the adoption of smart pharmacy technologies were linked to reduced operational pressures, enhanced system responsiveness, and improved cost control and medication safety. CONCLUSION: Pharmaceutical administration at Beijing Chaoyang Hospital demonstrated continuous progress. Future optimization should emphasize comprehensive antibacterial drug management, a multidimensional incentive mechanism to enhance the use of essential medicines, and the advancement of smart pharmacy systems to enhance pharmacists’ professional value and sustain high-quality pharmaceutical administration development.
