Abstract
In naming David Dingwall minister of health 6 weeks ago, the prime minister signalled that Ottawa will not bow in the face of provincial pressures confronting medicare, Canada's most popular social program. However, with national unity preoccupying the second half of Jean Chrétien's mandate and only lukewarm support from Finance Minister Paul Martin, Dingwall faces an uphill battle as the champion of medicare and national health care standards.
